Dingman Township Branch to Reopen March 3, 2026

Pike County Public Library’s Dingman Township Branch is tentatively scheduled to reopen on March 3, 2026, with the following hours:

  • Tuesday, Thursday, and Friday: 11 a.m. to 4 p.m.
  • Saturday: 10 a.m. to 3 p.m.

The reopening comes after a careful review of funding, staffing, and community needs, with hours determined by visitor data to prioritize the days most used by the community.

The decision follows months of work by a PCPL Special Committee for Operations and Sustainability (SCOS), a board-led group that evaluates the long-term viability of library operations. The committee ensures services remain operationally sound, financially responsible, and equitably distributed across the county.

Funding Context
Maintaining the Dingman Township Branch has historically required additional support beyond its dedicated funding sources. While state and county funding plays an important role in supporting library services, much of that funding is contingent around the Main Library. As a result, operating the Dingman Township Branch requires careful planning and additional resources. After reviewing all factors, the committee determined the branch can reopen responsibly on an adjusted schedule without affecting the library’s overall operations.

“Given the ongoing possibility of future funding delays or another state budget impasse, we are taking a proactive, data-driven approach to ensure the library remains fiscally responsible while continuing to serve all residents,” said Erin Ruppert, president of the Pike County Public Library Board of Directors.

Equity and Countywide Access
PCPL serves a large and geographically diverse county, including small towns, rural areas, and lake communities. The library focuses on equitable access, distributing programs, services, and resources thoughtfully across all locations. Reopening the Dingman Township Branch on a limited schedule provides local access for residents while the library continues exploring mobile, digital, and partnership opportunities for those who live farther from the Main Library in Milford.

About the Special Committee for Operations and Sustainability
Formed at a pivotal moment as PCPL celebrates 125 years of service to Pike County, the committee is charged with evaluating funding trends, usage data, staffing capabilities, and community needs to guide long-term, responsible decisions. By thoughtfully balancing local access, equitable countywide service, and sustainable operations, the library is building the next chapter in its long tradition of providing high-quality programs, collections, and resources for all residents.

Community Feedback
PCPL encourages residents to share feedback via email, phone, the Main Library suggestion box, or during public Board meetings, generally held on the third Monday of each month at 11:30 a.m. Meeting dates may occasionally change due to holidays. Updated meeting information is always available on the library’s website calendar.

Accessing Services
As the Dingman Township Branch prepares to reopen, residents can continue to access materials and programs at the Main Library in Milford and through the library’s digital collections. Materials from the Dingman Township Branch may be placed on hold for pickup at the Main Library. The Dingman Township Branch book drop remains open for returns.

Milford, PA — The Pike County Public Library is excited to announce the launch of its new Seed Library, in partnership with the PennState Master Gardeners. The seed library is a free community resource designed to encourage gardening, sustainability, and seed sharing throughout Pike County.

The Seed Library will officially kick off on Saturday, February 7, from 11:00 AM to 12:00 PM at the Pike County Public Library. Community members are invited to stop by, learn how the Seed Library works, browse available seeds, and get ready for the upcoming growing season.

February 7 will be a busy and exciting day at the library, especially for families. Immediately following the Seed Library Kickoff, children in kindergarten through fifth grade are invited to stay for Winter Is for the Birds, a hands-on program running from 12:00 PM to 2:00 PM. Pike County Public Library Announces Temporary Closure of Dingmans Ferry Branch Amid Funding Challenges

Milford, PA — October 29, 2025— The Pike County Public Library (PCPL) Board of Directors has announced the temporary closure of its Dingmans Ferry Branch, effective immediately, due to severe funding shortfalls resulting from the ongoing budget impasse in the Pennsylvania legislature.

While the library is a nonprofit, independent organization, its operations depend in large part on annual allocations from local governments, including the county and local townships, and the Commonwealth of Pennsylvania. Those funds have been delayed due to the state budget crisis, creating an immediate financial gap that threatens core services.

“This was a heartbreaking decision,” said Robb Ruiz, President of the Board of Directors. “Our mission has always been to serve every resident of Pike County, and closing the Dingmans branch feels like losing a piece of our shared home. But until sufficient funding is restored and secured, we simply cannot sustain both locations.”

PCPL remains committed to serving all Pike County residents through its Milford Branch, which will continue to provide access to books, digital materials, computers, Wi-Fi, printing, programming, and community events. In addition, the Dingmans Ferry collection will remain available — patrons may borrow items from that collection through the Milford branch or request transfers to ensure continued access.

“Even during this difficult time, we want our Dingmans patrons to know they are not forgotten,” Ruiz added. “We will continue doing everything we can to maintain access to materials and services countywide.”

Community Support Is Critical

As a 501(c)(3) nonprofit, PCPL depends on a combination of state and county funding, grants, and private donations. With public funding delayed, community support is now essential to sustain operations.

Donations can be made by:

  • Mail: Pike County Public Library, 119 East Harford Street, Milford, PA 18337
  • Online: www.pcpl.org
  • In Person: Donations may be dropped off at the Milford Branch

Every contribution—no matter the size—helps maintain library hours, support technology access, fund programs, and keep the library open to everyone who depends on it.

Pike County Public Library Eliminates Overdue Fines

The Pike County Public Library is proud to announce that, effective April 15, 2025, overdue fines will no longer accrue on most library materials. This change builds upon our 2022 decision to eliminate fines for juvenile accounts and reflects our ongoing commitment to promoting equitable access to library resources for all members of our community.

By removing overdue fines, we are breaking down barriers that can discourage library use, particularly for individuals and families with limited financial resources. This initiative is designed to support literacy, encourage lifelong learning, and ensure that everyone has the opportunity to benefit from the library’s educational and cultural offerings.

While overdue fines will be eliminated, we will continue to hold patrons responsible for the return of borrowed materials. Charges will still apply for items that are lost or damaged and certain high-value materials like the Library of Things items and museum passes. We trust that our patrons will continue to return items in a timely manner so that others in the community can also enjoy them.

This policy change is backed by national trends and research. In 2019, the American Library Association (ALA) passed a resolution highlighting evidence that eliminating fines leads to increased library usage and cardholder registration. The ALA also recognized fines as a form of social inequity and encouraged libraries to move toward eliminating them. Libraries across the country that have adopted fine-free policies have reported no decrease in the return rate of materials, and many have seen a resurgence in community engagement.

At the Pike County Public Library, our mission is to foster literacy and lifelong learning. Going fine-free is a meaningful step toward making our library more inclusive, welcoming, and accessible for everyone in our community.
